Project Support
Two of the main goals of Dutch foreign policy are strengthening of the international legal order and promotion of international security and stability. Respect for human rights is an important aspect of both.
In order to contribute to achieving these goals, and in addition to the various diplomatic means that are at its disposal, the Embassy of the Netherlands supports the work of grassroots organisations that are active in these fields.
Focus areas 2011
For 2011, the Embassy of the Netherlands in Israel has chosen to focus on the following fields for project support within the wider fields of cooperation, co-existence and dialogue, as well as human rights:
• Arab-Jewish cooperation, with special emphasis on environment and water (in Israel proper and across the Green Line)
• development of government policy on the issue of refugees / asylum seekers in Israel
• support for the emancipation of Arab women among the male members of their society
• judicial position of ‘non-traditional’ family units in Israel
Criteria for appraisal of proposals
• Only project proposals pertaining to the focus areas will be considered.
• The project must contribute to structural change of the current situation.
• The aim is for the project to become self-supporting. (As a rule seminars, workshops and conferences do not qualify.)
• Not more than one request for financing per organisation.
• No (partial) retro-active financing.
• The application form must be used. Do not send documents such as annual reports, PowerPoint presentations, applications filed for other organisations, etc.
• Recent funding by the Embassy greatly reduces the chances of support in 2011, as the Embassy strives to support a wide variety of organisations while having very limited funds at its disposal.
• There is a preference for projects that are not partially funded by other donors (for administrative reasons). In case of a multiple-donor funded project, support of other donors should be secured before the start of the project. In such cases the proposal should provide a full picture of what part of the project is funded by which donor. It should furthermore clearly specify which activities (description and budget) would be financed by this Embassy.
• The duration of the project is limited to one year, in principle.
• Grants for human rights projects typically range between € 10,000 and € 25,000; a typical grant amount for co-existence/dialogue projects is € 8,000. Variations occur.
• A good track record in the field of the activity the organization is applying for.
Once a project is selected:
• a recent balance sheet and a description of the financial organisation of the organisation, approved and stamped by a certified accountant.
Timeline
• Deadline for sending applications: 31 December 2010
• Response on acceptance of proposal: mid-April 2011
Once a project is selected:
• Receipt of draft agreement: beginning of June 2011
• Payment of first instalment (usually 80% of total amount): end of June 2011
